Is legal to call your self a medical specialists with out a Degree?

For the past month I have had the telemarketers calling me saying they are medical specialist. So before they do their script. I ask them what kind of degree or education they have to call them a medical specialist ? One lady just said no I just a medical specialist. I know in New York state any thing that deal with medical . The people have to have some kind of education. I them repeat my self and tell them you can not call your self a medical specialist with a degree. They so far do not have rebuttal for this answer. If I say Governer Cuomo office and ask are they part of it. They hang up. Right there they telling me that they are doing some thing wrong
