Who Failed Who Now

Following my discussion titled "Justice Must Be Blind", I cannot help asking here if all of us had done enough to protect and prevent sex crimes from being committed on ourselves and most of all, our loved ones as well.
The Oklahoma sex case may seem like another technical nightmare but I cannot not ask for the reason or reasons for the victim to be drunk in the public where potential dangers and harms lurk. We can go on and on about law enforcement and measures of ensuring a safe neighborhood; or the community should ever be on a lookout to prevent such crimes from victims who are drunk or provocatively dressed. But, there are very important points like awareness, common sense, discipline and wisdom in ALL of us.
Where were they with the victim here? Did the law failed her? Did the lawmakers misinterpreted?

But, if you see the youths today going about with their lives outside of their adult parents' purview, I think you would be speechless and agree with me that they are just waiting for something to happen on them.
In this particular case, I believe there will be plenty of unsettling questions starting with why did she get drunk in the first place.

You have to agree with me that we would not like to see that coming but the people at the bar and the enforcement globally are just a joke. How could they not see that coming from the existing and established code of law? Somehow, I don't see any bliss in the ignorance here.
