Is waterlogging a problem?

In Kolkata whenever it rains heavily the streets get waterlogged. There are areas in North Kolkata and Central Kolkata where during monsoons streets get waterlogged.
Last year in Chennai during heavy rain for 2 days, there was flooding in Chennai.
Should the corporation and municipal bodies in India make plans to stop water logging?
