Are open jails a good option?

Reformation is the greatest reasoning for life imprisonment or simple or rigorous imprisonment.
In India in certain jails there is a new concept of open jails. the prisoners dont wear shackles, they dont stay in cells.
They stay within a compound. They do useful work. After the period of stay in the open jail is over they get back to society. Is it a good option?

But some of the open jails in India and few in USA are doing well. Criminals hardly escape from those jails.

What keeps them there? Because one would tend to assume that a criminal would have no honor.

@Genipher Thanks Genipher there are security guards in the gates. The prisoners cannot go out. But within the campus, they work, they sell products, outsiders buy their products, they dont live in cells.
