Does awards being given to composers in the name of singers deserving?

In India, there is a peculiarity that many states give awards in the name of legends. There is nothing wrong in that. But those awards should be given to new generation in the same field. Previously MP Government and Maharastrha Government gave Asha Bhosle award to OP Nayyar and Khayyam. OP Nayyar rejected the award when he was alive. Giving the award to a new singer would have made sense. The composer who build the career of the singer is too big personality to receive such award. If OP Nayyar is to be awarded he could have got a Naushad Ali award or some other award in the name of a veteran from whom he learned music.
