This is true as far as it goes. Yes, Hitler was designated Time Magazine "Man of the Year" in 1938, but the policy is to nominate the person who has had the most influence—for good or for ill—on the news for that year. Being "Man of the Year" is not necessarily to be made a hero. This has been their long-standing policy. The single greatest news event of 1938, according to Time, was the Nazi invasion of Poland which occurred in September 1938.
As for the Nobel Peace Prize nomination, that is also true. Hitler was nominated by a member of the Swedish parliament in respond to the nomination of Neville Chambelin. His fellow-legislators didn't care for the joke and the nomination was withdrawn.
