Is Catcalling a Sexual Harassment?

Few weeks ago, in the press conference, our presumptive President was catcalling or whistling to a woman who was part of the media. After that incident, people, especially the media, reacted negatively and considered his act as a sexual harassment.
Any idea?

We do not expect such act from an elected President, though he claimed he was only joking Mariz Umali. The journalists who covered that presscon were subjected to some form of "culture shock" because they are not privy to the style of the incoming President.

Yes, that's what really happened. Seemed he has no manners at all. I just hope it's the other way around when he sits as President of the Philippines.

@Macarrosel I watched that presscon on TV and I was shocked also, being a former journalist, I haven't met someone like that during formal interviews or presscons. Joking or being jolly is shown during informal talks or casual meetings with reporters when they are very familiar with each other.Anyway, he has lots of advocacies that will really bring change to our country and we are full of hopes he would fulfill them.
