Romantic rain

I remember, once I had said to one of my female friend, "How frogs emerge out in rains, I see breathtakingly beautiful women specially in this season only." Obviously, she laughed out on the comparison with frogs, and reverted saying, in rain the atmosphere becomes romantic, and that why you find females more attractive. That sounded like a possible explanation for me. But is it true? And does the rain have similar effect on females too?
