Diabetes on the rise or error of standards?

The statistics shows that more and more people are suffering form diabetes. But 10 years age, the normal level standard for fps was 180 and ppbs was 220. Five years age, it was revised to 150 and 200. Now, it is 120 and 180. If it is further reduced, all of us will be considered as diabetics. Which is correct?
