How Do We Handle the Terrorism Problem

I asked in a previous post if we should officially declare war on ISIS and it seems many people feel that is not the answer. Then how I ask do people feel should we fight the terrorism threat in the world today? Is increased intelligence work the answer? Should there be increased monitoring and restrictions on Muslim citizens? It's a difficult situation - what are your thoughts?

Terrorists who hide behind their religion are also terrorising their own people ..

I think if you declare war on ISIS, that legitimises them and gives them a whole bunch of rights under international law where you have to treat them as sanctioned combatants, not criminals. Which, given that ISIS is not going to follow international law themselves, is just going to cripple those fighting them.
