If there is blue colored layer just below the tap of your sink you must be careful and take immediate precaution to for water purifier. The blue color under the cap of a tap in your sink indicates an excess of copper in the water. Copper is a valuable mineral but the excess of it is poisonous The ingestion of more quantities of copper may lead to Cirrhosis of the liver. but the levels should be more than that of drinking of the tap water.

I'm curious as to where the copper comes from? Are you still using copper pipes to convey the tap water? Nowadays pvc pipes are used extensively as they do rust or corrode.
