Movie Trailers and the Films they Advertise

Having just watched Suicide Squad, and then rewatching the trailers again on YouTube, I have to wonder whether the people who make the trailers and the people who determine the final cut for the film actually talk to each other at any point.
I would say a good quarter of the scenes in every trailer never made it into the final film. Given that we're only talking two and a bit minutes of trailers each here, how the heck do they manage to do that? It's not the first time I've noticed it either; you see a good scene in the trailer and it never makes it into the final film.
Just because a clip is used to make a trailer doesn't mean it can't then be used in the film! You don't literally cut the trailers out from the film.

A too common problem with trailers is giving away a whole movie in 2 minutes and showing the best moments.
