Do sex salable legally in any country?

In many big hotels,it is seem male and female escorts are brought and sent.And when someone wants to know then they are being said that the hotel have license.
It shouldn't be so and according to me it is not so because no country's law permitted sex to sale but even then the sex business is booming.
Actually the license that the hotels,bars,parlours etc have acquired aren't for running sex business,it is actually for entertain the customer or guest.

I agree with you.These things have never end up but of course people brought modifications to proves themselves a discipline society.
