Judiciary, why it is dormant...?

A study revealed that 2.18 crores cases are pending in the Courts across India. The cases pending in the Supreme Court of India for more than 10 years are 22 lakhs and about 59 lakh cases are pending for more than 5 years.
Is it not alarming? Why so many cases are pending? Is it because of the shortage of Judiciary (number of courts) .Is it because of the attitude of 'not-to-dispose-of' attitude of the judiciary?
OR IS IT BECAUSE OF THE LOOSE FRAMING OF RULES making an opportunity for everyone to knock at the doors of the judiciary?
OR IS IT THE PROOF of 'JUSTICE FOR ALL ' concept of India? k

Judiciary is not dormant. It's the people associate who are dormant or I would say hibernate.
