Well, is her father around? Sometimes, little girls are afraid of the sound of the men if they never heard their own fathers voice before. It takes awhile but they'll get use to it eventually. It's best to show her the picture of the person before she meets them, that way she won't be scare of them and she'll feel comfortable in their presence.
