When a Minister insults a Bureaucrat.....? Is CAT meant for settling this dispute?

In Bengaluru, the Minister insulted an Honest I.P.S officer. When she asked him to speak respectfully, the D.G informed her that she was transferred. If this is the situation, how can a Bureaucrat will function.?When things did not go smoothly she addressed a letter detailing the events of the whole episode. Now, the Law Minister of State states that it was not good on her part to write to Home Ministry and on the contrary, she could have as well approached the judiciary. This is purely an Administrative matter. How can one expect the Bureaucrat to knock at the doors of Judiciary for each and every administrative issue? There are also some people in the judiciary, who insult Bureaucrats in the open court though they do not have half of education of Bureaucrat, except a B.A.LLb. degree. They even use vulgar language. They do not even go through the Rules and Regulations placed before them in printed copy. Now, whom should they approach? For approaching the CAT it is not a matter relating to their service matter even. First, the Minister should be asked to attend all training classes preferably in H.R.D Institutes till he learns how to speak. This is only because of lack of knowledge of mannerisms and basic education the Minister would have crossed a limit in the usage of words.

It is also true a few bureaucrats behave rashly. They insult others, amass wealth and express proudness on others. Bureaucrats need a check in the form of such ministers,

This is nothing to the news in our country today when our President Rody Duterte slammed senator De Lima calling her immoral because her lover is his driver. The senator answered back that the president should act as a professional and not resort to character assassination.
