Why should we pay for Caller ID on our home phone?

It is a common feature of most cell phone services to provide you with caller identification, that is, the name and the number of a caller who has just rang you up.
On our phone, we have the choice to either opt out of the extra features or pay a lot of extra money just to get a few simple features added to our home phone service.
I have used a land line phone since the 60's. That will probably be forever on. But the new features such as caller ID or caller identification services, you have to pay an extra 14.00 or extra on top of your regular telephone services monthly bill. That comes to around 180.00 dollars per year just to be able to see who called you and then you have to deal with the fact that over half of these callers send no signal to your caller ID in your digital phone or the caller ID device connected to your home phone line.
I once used caller ID. I was getting all kinds of calls like one from the fake PUBLISHERS SERVICE and other either listed as UNKNOWN, UNLISTED, BLOCKED OR ANONYMOUS calls. Worse still were the zombie debt collectors whose toll-free numbers that were listed on the caller ID device had no two numbers the same. This was enough to let me know that, other than the people I know who call me, who I already have their number in my directory system, were anonymous or unavailable or otherwise undisclosed to the caller ID so I called the telephone company and asked them to remove that service from my bill while at the same time the operator tried to get me to subscribe to a new package that would save me money and provide me with all kinds of extra must have features, but at the same time end up costing me double the amount I am already paying for the basic telephone service.
So, that said, why isn't Caller Identification aka the Caller ID feature FREE?
Another thing, why can't the tech people find a way to stop letting ROBO-CALLERS dial up our number every second of every day? It is a waste of telephone system resources and a constant annoyance that makes owning a home phone more of a form of torture than a convenience?
