I think both (starting discussions and giving responses) but I am not sure how the system works. So I am doing a mix but usually more answering.

I do both but i reply more often then starting new ones

The difference is you can control how many replies you make and your earnings for them is based on the # and quality you makde. Starting discussions depends on the # of responses, but if you start junk ones they will delete them and penalize you like they should. There are too many junk ones out there still.

I don't know wich better to do.
