What's the use of giving the exam?

Pardon me, but I'm just gonna let some steam off here. Me and a friend of mine are the hands-on instructors of a local dojo here, but we have a senior instructor. The senior instructor has scheduled four of our students for promotion. However, they got busy in their work and was not able to take the exam on the scheduled date. We were surprised though when we were told that the certificates are already finished and awaiting our signature. Up to now the students were still not able to take the exam but their certificates are already waiting for them. So the question is, why bother with the exam? In fairness to the students, we saw their progress and deserved the promotion. But its the system that we are questioning.. NOTE: My friend and I were trained from different dojo's of the same art from different places. We just joined this dojo so we can continue practicing

thats true.. that's why we are thinking of bailing out and make our own with the guidance our former mentors.. though it will be harder because of the distance
