After reading a bit more, it seems like they do have a free plan. The problem is that they force you into a trial of a monthly service or two at sign up. You have to cancel before the end of the month or they bill you for continuing that service. It's not one of those things you can sign up for without them cramming extra stuff onto the bill.

Here's step-by-step instructions for downgrading to the free plan online. Seems to be fairly easy, although there are two different places you have to go in order to downgrade. After poking around a bit more on an actual computer, it looks like they do let you sign up for the 100% free plan right off the bat... or they would, if the page wasn't giving a 404 page not found error. Apparently you can call their 800 number and sign up, too. I'm signing up for the current global SIM promo to get the SIM card for $0.99 with free shipping. Should have it in a week, and it seems that they take PayPal so I'm going to use my balance to pay for it. I'll let you know how it goes and if I have any issues with the service. Been wanting to try out a second SIM in my phone anyway.
Step By Step Instructions Note: Make sure to have your FreedomPop account password handy, you will need it when you downgrade.

@eagletrek2 Their free plan isn't going to give you much data to watch videos with, but if you can supplement it with free Wi-Fi it might work. Have you ever looked into Lifeline service? It's the low income program that gives qualifying people a free phone, but it's been expanded to include internet too. I think you can get either the phone or the internet, not both, but that might be an option to research too. Otherwise, take a look at Ting. They're really reasonably priced and you only pay for what you actually use through them.
