Neighbor peeking over!

Have you ever caught your neighbor peeking over into your window?
It is pretty creepy! I was vacuuming the room and could sense someone staring at me so I looked up. The neighbors face was against the window, then she quickly turned around as I saw her.
Honestly, the homes are designed to have no privacy and even if she wanted to look out the window there was no view. Literally she's like 9 feet away and it's just the side of the house. You can't even look at the sky unless you're laying on the floor and angled.
I thought it was just me thinking that but my boyfriend told me, he senses strange vibes also. He's seen her looking down in the living room from her stair case. Now, we do not open some curtains or blinds completely.

She's an older lady who lives alone, but very creepy. She just moved in a few months ago.

We don't want to start any complaints. We won't open the blinds on the side of the house

You should look for a teddy bear with a pair of binoculars and stick it in the window facing her place!
That might make her realize-because we've all encountered this kind of neighbour, just how much they are invading someone else's privacy.
Maybe it will get the point across in a subtle way.

Nothing worse than a nosy neighbor! I would have marched right over to her house and given her a piece of my mind! I would have been like, "Lady, if you're going to peek in my windows, at least do it while I'm changing clothes so you have a good excuse for spying!" haha

I would definitely be keeping my curtains and blinds closed if I were you. Sounds like you may have a Peeping Jane on hand. I wouldn't like that at all.
