NY state web site not cool at all

I have not made money with my food cart at this time But I still have to file a sale tax report by November 1,2016 . The New York web site just take me into circles. even if I have no sales tax due I still have to file wish they stl did it by paper but they do not if I do not file they will charge me $50.00 . So tommrow I am off so I have to make a phone call to see how to do it. Oy what a joke
