How to take advantage of the internet to find people?

I can't remember other foreign teachers' last names since they didn't teach me directly. So I can't find my second foreign teacher from them. My second teacher is Carol Young who has family from Taiwan. But she doesn't know how to speak Chinese. She is about 155cm, she may be born in about 1971-1973. Long time ago she lives in Calinfornia but I don't know whether she has moved to somewhere else after that. I remember she likes to be a fashion designer. Perhaps this is all the information I have now I know you live in the south of America, so if you see someone who is similar with her, please say hello to her from me.

@infatuatedbby I know America is a large country as well as China Usually Chinese don't like moving around but American may like to experience something new. So I can't be sure where she is now.

I don't have their email addresses or home addresses etc. As I said before, at that time there was no internet. Yes, I use VPN here so that I can access to any websites.
