This happened to a contractor building roads through villages and districts. Villages often make use of the opportunity to levy contractors/subcontractors as they think contractors/subcontractors have a lot of money from the work. If the villagers' demand is not met, project vehicles are often destroyed or they block the traffic so project vehicles cannot use access roads. I don't know if this also happens in your countries
