What can we do to nip the email hackers in the bud?

They seem to like sending SPAM email to our inboxes every freeking day! Carrying with each email SPAM could be a Trojan Virus attack or Malware or a Misdirect that leads you to a fake online pharmacy to buy Viagra or deal with male menopause. We get hacked in the US every day and night and the real mode of operation seems to be through email. EMAIL is supposed to be private and the only people who should be legally able to send email to your inbox aught to be good people who are on your list of friends not random companies or hackers. If we could find ways to stop the flow of SPAM and Intruders in our email that would put a big dent in the Cyber criminal network I think. But what do do about this? Any ideas? The idea of Russian hackers is a clear and present threat to US cyber security.
