Fan Rag Sports reports the news on Thursday the Pittsburgh Pirates have re-signed to a three year, $26 million dollar contract right handed starting pitcher Ivan Nova. Nova pitched for the New York Yankees from 2010-2016 before he was traded by the Yankees to the Pirates on August 1, 2016 for two players to be named later since the Yankees at that time were not in contention to make a playoff run and Nova was going to become a free agent at the end of the 2016 baseball season. Robert Murray reported the news last week that the market for the services of the 29 year old right handed starting pitcher was starting to pick up but he did not reveal which teams wanted the services of Nova besides the Pirates.

I can't figure out if the Pirates want to rebuild or going for a playoff spot.

I think the Pirates are trying to rebuild the team.
