Teaching English as a foreign language

I've often heard the term "teaching English as a foreign language and as a second language. If you a teacher of English, what is the difference between the two. What will you focus on when teaching English as a second language? In some countries, English is used as a second language rather than as a foreign language. For example, in Malaysia, India, Manila and other others, English is used as a second language. In Indonesia, where I come from, English is used as a second language.

I think both phrases mean the same thing. If someone doesn't know English they are learning a foreign language or a second language.

Yes, the same but perhaps areas of focus may be different. I mean the methodology.
