would like to know if you tube has any way for some one to make cartoons on you tube and use thier own voice

I am looking for a kind of strange hobby to do. I think If I can learn how to make nutty cartoons on you tube and use my voice for a voice over It could be fun and relaxing. Does any know if you tube has some thing like this and if they do ? What is the cost.?
