Indisciminate massacre of civilians likely in London

As per the Watch Dog of London, there is a likelihood of indiscriminate killing of civilians by the I.S terrorists similar to the one staged by IRA 40 years back and warned London to take appropriate steps to tackle the situation.
The Agency has cautioned against the plot planning of this indiscriminate killing the nature of which would have to be assessed in terms of intensity and frequency and that it would be as great as the threat to London in the 70s when the IRA was active.
The IRA launched an attack for the unification of Northern Ireland with Ireland in 1998 in which more than 3600 innocent civilians were killed including more than 1000 British Security Forces.
At present England has not rejected asylum to the Syrian Refugees and has even advised Mr. Trump and even refused to comment on his ban other saying 'Their country and their will and we are not to interfere in their National Affairs'.
In the light of the above, it is not clear the reason for plotting such attack by IS is quite opaque.
