A Pakistani who visited both India and China will be surprised to see the difference in the functioning of the Governments in both the countries viz., China and India. Both the countries are having a potential manpower as their main assets. Both are having a high degree of dictating terms in the Global Market. They both have got sound economic and social ties with the other foreign countries. Both the countries are having many of their technically advanced people working in U.S and so India is. They both have got rich social and cultural traditions. They both have got populations which is still suffering from hunger, poverty, living in shanties, and educational backwardness. But, they both are Militarily very strong forces than any other countries of the world. But, the main difference arises in their planning. China's vision extends to even far from that of India. If India could plan for 2020-Vision this would be for 2070 for China. Why this much of vast gap in their vision is self-evident from the administrative setup the both countries have got. In China, the Technocrats and other professionals are more powerful whereas they live at the mercy and beck and call of Governments. In China, the Technocrats can live by themselves. Whereas, in India, they survive by Government's support. In China, they dictate terms for the Government but unfortunately, in India, they are not only powerless but also made to hate and leave for abroad for a dignified life. In India, there is no need to say that the Governments are in the hands of politicians who generally happened to be Goondas, corrupt, Financial and economic offenders, Rowdies, Black marketers, Persons mostly illiterates, and semi-educated who are least concerned about any Vision to have. The gap is quite unavoidable in their vision. In India, there will be changes in the policies of Governments at least once in five years as most of the parties will be spending their time to consolidate their position for their survival for another 5 years and this is certainly not the case with China.
