Public holidays are expected by workers or employees, especially when it falls on Friday or Monday, so you will all have a longer pleasant weekends. In my country not all private-owned companies allow Saturday-Sunday as off days. They still request their employees work on Saturday. So if a public holiday falls on Friday, workers or employees cannot spend their holiday going back to their home towns. The only solution is they have to request their 12-day annual leave, which they can take one or more days of the 12-day leave. In certain companies switching holidays are approved. If for instance, you are requested to work on a Sunday, then you can have your Sunday switched to a Friday next week.

24th of April 2017 is a Public Holiday (Labor Day), so I will have 2 off-days: Sunday and Monday. Saturday is working day.

government offices here are open monday to friday. private companies can be open until saturday. in the past, national holidays here were observed on the exact days. but in recent years, the government implemented what's called holiday economics wherein if the holiday fell on tuesday or thursday, it will be moved to monday or friday, resulting in long weekends. it can mess up schedules because people are rushing to get things done. it can also be expensive because people spend more during long weekends and don't have enough money left until the next payday.
