I really don't understand people. They do anything that is off the wall and do not feel embarrassed. They know it is inappropriate. How did she get her position? Did she just recently spring this on people? I don't know if she has children. I would think that would embarrass them. She is a member of the Radical Party of the Left.
Not content with formal attire, French minister of state for development Annick Girardin surprised everyone when she appeared for political discussions in the revealing outfit.

Some people either wear things like this on purpose or don't notice what they are wearing...
What about female teachers who only wear sleeveless tops to work, in front of their students...
