If the President's wife is permitted to enter the country without a head covering, should all nationals have the same opportunity? All women from the country of Saudi Arabia and nationals must be covered.
World leaders are expected — but not required — to comply with the dress code of the country, although plenty have opted out, stirring criticism.

In Saudi Arabia only the official foreign guests are dispensed to cover their head. The same Melania Trump would have to cover her head if she was traveling privately, like any stranger, Muslim or not.

I think Iran has the same rules, but Saudi Arabia gave the President's wife permission not to cover.

@MsBooklover There is no exception in Iran for foreign guests, but it is not the same veil, it covers less the head, does not cover the face, and can show the hair, which would be a big No, No in Saudi Arabia.
