Working as a solo contractor/subject matter expert for an website pays me, Do I get my TDS back?

Hi there, This question is for those people who know something about TDS(Tax Deduction at Source). I am from India, and I work as a freelancer, which I suppose makes a solo contractor. I work with Chegg as subject matter expert and they pay me monthly. Problem is that I get my salary cut due to the 10% TDS. So if I earn 20,000, I get only 18000. Government takes the 10%. Isn't the Chegg an USA company? So, in that way, Government is not giving me any service right? So for what service they should cut the money? I heard that I can get my TDS back by filling up a tax return form. It is been 8 months since I work there, and I want to know, that how and when to file a tax return. Can I file the tax return before the completion of one year, or after the completion of one year with the company.
