Itchy Legs Driving me Crazy (a short drive, at that!)

Yesterday evening, I started feeling like I had mosquito bites around the tops of my socks. It wasn't overwhelming, but I noticed it. Then as I got undressed for bed, taking off my socks and removing my pants, the itch began to spread over the fronts and backs of both legs, mostly the fronts. There is no rash and no bite marks. Just maddening itchiness.
I put some cortisone gel on both legs and managed to get some sleep, but by this morning, the itch was back and as bad as it was last night.
Because my skin has been dry and flaky lately, I decided to use a shower brush on my legs to remove that flaky skin to see if that made any difference when I bathed. It did help for a bit, but I'm still itchy. Just not quite as bad as before.
I have no idea why this is happening. It actually feels like a multitude of mosquito bites all congregated together making the itchy portions feel warm, yet I see nothing where it itches.
If anyone out there has any ideas of what this might be, I'd love to hear from you. I am diabetic and do have some circulatory issues in my legs that the doctor things is related to diabetes, but I have never had this before. I'm not allergic to poison ivy, so even if I were exposed to it, that wouldn't be a reason - especially without an accompanying rash.
So, I'm all ears (or eyes) to what you have to suggest.

Never had anything like that. Only itching from mosquito bites. I found this. See if this might help you.
