When neighbours commit theft and you can't prove

How would you manage this situation? When your neighbour is instrumental in executing a theft at your house. Circumstances point towards them but you do not have substantial evidence? I have such neighbours who have been the cause of many losses time and again. This time it was the rare wheel of our two -wheeler. The police too agree that it is our neighbours but they can't arrest them only on the basis of doubt. How do you fix such neighbours? Any solution?
