Legit or Scam?

Is there anyone who is on Public Likes or may be have heard about it? Public Likes started so well a few months ago attracting a lot of people to the site. Today, the site have issues with paying its members, which has raised lots of questions about the legitimacy of the site. The excuses that the subscribers are receiving they claim its not that promising. Now I wonder, Could Public Likes be buying time to allow more people to upgrade their accounts? (The amount to upgrade an account is 45 dollars) Or could it be just another pyramid scheme?

Yes and hotlogo is just another scam. I requested for payment long ago but nothing.
