Disappointing Internet Connection

My fellow Filipinos are familiar about the internet connection in our country. We're actually one of the slowest internet connection in our region.
Our internet connection was usually at 5 mbps. However, my brother upgraded it to 10 mbps. But I can't see the difference of its speed then and now. It's almost the same.

Ours has been going at a speed of between 3 and back to 2 mbps.
I am paying for much more than that yet we can´t get them to fix it.

Telefonica if you mean the provider of it.
Last year it was exactly the same very slow all summer and then all of a sudden everyone went back to work and the speed picked up a bit.
