Should slums be allowed to developed housing complex in India?

The housing complex where I reside is close to a slum. Though I do not have against the economically backward yet they are proving to be a nuisance. The worst part is creating unhealthy surroundings and I am the victim of it. A slum house owner has put his three houses on rent but stays as a tenant in our housing complex is discharging his sewerage water towards the plot next to my boundary which is not only spoiling my boundary but also becoming the cause of pollution. The waterlogged plot is spreading harmful germs. What's your view of such a situation?

My best friends bought years ago a very nice house near a slum. The people who sold the housing proyect said that the government was taking those people elsewhere. Nothing happened and they started to have the house burglarized so much that they sold it at a big loss.
