What happened?

The infrastructure here in America is broken and outdated. Change is not always progressive as we would like to believe. Fear is the greatest adversary that we must overcome as humans; as Fear is Progression's nemesis. To give a great example of a broken system here in America is the Department of Labor. Although it may be unspoken in some circles it is the epitome of racial failure here in America. Throughout my life it has been a poor running joke that I've heard time and time again. The system needs to be changed completely. Once you walk through the doors, they access you based on your social security number which gives them a history of your choices. Then they offer you a chance to collect unemployment, if you qualify. They tell you to apply for three jobs a week to qualify for unemployment benefits, i.e. money. They point at a computer and tell you to look at job listings. Once you see a job that you would like to apply for you turn in the job number. They give you what they call a job reference to take to the employer to apply. This is a waste of government resources. It also creates a cycle of people that are handicapped by the system. The argument against this is, why should the government have to support the people? The answer will always be they should not have to. However, if they are going to offer this as an alternative to self-advancement, they should be held accountable. As with any of their programs of Welfare. The first assessment made of an individual should be, what is their potential. From there an analysis of their strengths and weakness should be documented. What level of education do they have and how does it apply to their life. What handicaps do they have, both mentally and physically? Then set a goal for their success based on their abilities. There should be a set standard of publications that must be read during this time for advancement. Such as Who moved my cheese? by Kenneth H. Blanchard, Think and Grow Rich, by Napoleon Hill as they are the foundation for change. You may suggest other essential titles. You may not agree with Dave Ramsey on his religious beliefs, however this does not mean his principals are not sound in application. To use an adage from the Christen belief that I read some time ago;" Do not ask God to guide your footsteps if you are not willing to move your feet." author unknown. As I do understand that there will be people that will not accept change. In this case the system should offer them counseling and if denied services should be discontinued. What are your thoughts on this?
