When Cory Aquino declared a rebel government against Marcos, she made one big mistake and that is keeping oligarch politicians in tact. Which is why corruption had gotten worst through the decades.
The current president had made several threats about it and prefers it than martial law. The idea is to vacant every single position from the vice president to the lowest barangay position.
I didn't think it was real until I've talk one of my mom's friend who's actually part of that list being replaced officers of the community. Of course, they won't make a move until the President had made this move.
President Rodrigo Duterte warns the communists that, if destabilization moves reaches criticality, he is prepared to declare a revolutionary government.

I think getting into revolutionary government is good if the leader's intention is for the good of the country. But the problem with that is that of course the leader would always tell it is for the good of the country. But what if the intention is not really to clean the government but too put his self interest so he can protect his wealth and power and further his grip onto it. That is why I do not agree in declaring a revolutionary government. First thing is that there is no reason why putting it in the first place. We have a government that is still working, a citizenry that still abides by the law and order. I agree there may be lawlessness but I do not think it cannot be controlled by our police force and the military. A rev gov may just be abused by the seating president in the long run because he controls everything in his hands.
