Who should manage the slums?

Most of the Indian cities are surrounded by slums especially the small towns and cities. My city Rourkela,( Odisha, India) is one such city. The housing complex I stay in surrounded by slums at the western and southern side. These slums are the hub of crime like theft, illicit liquor trade and flesh trade. Neither are the women of the slums nor those staying in our housing complex safe. Most of the houses are built illegally on government or unauthorised land. The slum dwellers are also responsible for unhygienic surroundings. They litter the nearby areas with waste and do not have proper sewerage system. Isn't it the responsibility of the town planning to monitor these wanton building of houses, their hygiene and sewerage? Who should manage their waste and sewerage? The municipal corporation says they are not responsible for the management of their waste and sewerage. So should manage it?

Hygiene And Sewerage is something we have to manage and maintain. We are one who are making slums then we should be the one who is managing it. Slums can have small drainage system. And cleanness is the key. I have seen small initiative taken helps and motivates neighbors and small kids. May be this can help you get better surroundings.

The slum dwellers close to my house think it as their birthright to create a nuisance like littering garbage or discharging sewerage water.

@aninditasen Is it possible to have a Garbage Drum or something like that near your house ? Discharging sewerage water is something no one can control then. There is need of cleaning the drainage system in regular basis.
