What are the restrictions involved? What, if any, are the restrictions?

Yes. A non-citizen can enlist in the military. However, they aren't allowed to become officers. In order for a non-citizen to enlist in the military, he/she must first be a legal immigrant permamently residing in the United States. The military doesn't help them with the immigration process however.
