Pickpockets Are Crossing The Limits!

I have initiated two discussions about pickpockets yesterday. One was about general pick pocketing and another was about the women pickpockets.
I was shocked to see in toaday's paper that a person who was traveling along with his family in a public transport bus was brutally attacked by a pickpocket with a knife to kill him.
This incident took place in the heart of National Capital Delhi in broad day light!
When the person has raised an alarm having spotted the pickpocket trying to steal the Mobile phone, the pickpocket got angry and he pulled the man in front of all out of the bus and killed him with a knife!
This really a shocking thing, the offenders of pick-pocketing are turning in to Murderers and they are looting the public.
This is very bad and pathetic incidence to have happened... again posing a question ....how safe are we even in public transports? Have the criminals lost the fear of Police and Government? Is there any solution to these types of crimes?
Your response will be highly appreciated! Thanks!

Now that's no longer pickpocketing.. That's robbery. When a thief uses a weapon to force someone in giving their valuables, that thief is now qualified as a robber and no longer a simple thief or a pickpocket.
