Of course, I don't have any proof, but I'll take Roger's word for it (even though it is not on this album).

Words and music.
Even says so in the title.

And ironically enough, there's a cover song (he did "Heartbreak Hotel" on this album) on an album touting "words and music by Roger Miller."
Love this album. "Husbands and Wives" is a great ballad, and "Train of Life" may be one of my all-time favorite Roger Miller songs.
