Should I accept new terms?

Every time I log in to my email, I often see this statement that they have become part of OATH. I tried to understand the terms but I just kept skipping it. Would have been easy to just go on and accept it but I didn't. Any one who has email on this picture, what do you think? Seems like a new way to spy on you.

@Letranknight2015 I have never seen because my email accounts are automatically logged in. But I will try maybe I will see that too.

I have seen that again today when I opened my yahoo.mail. OATH is a part of yahoo now. I accepted and I hope I have not made a failure of accepting it.
