Government prohibition for paan shop owners not to sell FMCG Products- Is it right or wrong??

In India, the government has laid down a law prohibiting the retailers i.e. paan shop owners not to sell FMCG products like candy, chips, biscuits, soft drinks, bread, eggs etc. Government has taken this step in order to not expose children and teenagers to tobacco as it's harmful for health. The retailers staged a protest as due to extreme regulations on tobbaco industry especially on controls of advertising at the point of sale, these people's revenue will decrease drastically if they aren't allowed to sell other stuff. Consumption of paan has too decreased considerably, so if this law is implemented wholly then it will affect the earnings of this people very much and their livelihood. I personally think it's not a good decision taken by government because if teenagers want to try tobacco or anything like dat, anyways they will find a way to do it. More awareness campaigns should be conducted showing the harmful use of this products to the lives of people. What you think about it? Is it right or wrong according to you?

I agree that awareness campaigns are a better solution to the problem than affecting the livelihood of these people.
