What can HAARP do to move storms to areas that need the most rain?

Climate Control is something HAARP was all about, for whatever reasons, national defense, climate mitigation, who really knows what motivated them to create that type of technology in the first place, but these days we could use some really aggressive Weather control ASAP.

Haarp, I have done a lot of research on this topic and what and how it can make weather different. They say that they don't use it no more but you can't trust in the government.

Besides the one in Alaska, several others were created in many different parts of the globe. I think some of those might be still active, but there seems to be little about it to make that determination.

Yes, ideally, man should have never messed with mother nature in the begining. Sad that things are going like they are and many are in peril as I type this message.
