I'm pretty sure the +'s and -'s do help the person that posted. I use them when I feel that a response was good and well thought out, and it was helpful. Or I use the - if someone just gives a one-word or nonsense answer.

It gives that particular member makes positive discussions. The more he gets he will be rated highly.

Yes, I do rate sometime.. I believe it will give extra earnings to whom you give + rating.
