Exposing the body by women and men

When women exposes the body any where, all men even women watches every thing, But when man exposes his body why they will not watch and even they ask to dress up fully. For example if a women wears scrit and goes to college no one will ask her to dressup fully. But when a man goes to college with nickers all will question him that are you a small boy ? why do you wear the nickers? Go and ware pant and shirt. Do you observe this? what is the reason for this ?
